DEFINITION
Building a strong “local core” means employing a healthy base of Singaporeans and permanent residents alongside foreign workers. Government policy — through COMPASS, the Fair Consideration Framework and quota rules — is designed to encourage it. A stronger local core generally improves a firm’s foreign-worker access.
