DEFINITION
Within the overall Dependency Ratio Ceiling, a separate sub-ceiling caps how much of your total workforce can be S Pass holders — lower in services than in other sectors. It is calculated the same way as the DRC but applies only to S Pass headcount, on top of the overall foreign-worker limit.
